Step by step guide on registering your electric scooter on the Spanish DGT Vehicle Registry
Registration now compulsory throughout Spain before you can take out civil liability insurance

If you own an electric scooter in Spain, you probably already know that 2026 has brought an important change. All personal mobility vehicles must now be registered with the DGT before they can legally be used on public roads, and that registration is also required before taking out compulsory civil liability insurance.
The Directorate General of Traffic estimates that around four million scooters will need to be added to the new Register of Light Personal Vehicles, so it’s worth understanding exactly what you need to do.
The rule applies to vehicles with one or more wheels, a single seat and powered only by an electric motor, with a maximum speed of between 6 and 25km/h.
What are your registration options?
The DGT offers two ways to register your scooter: online or in person.
To complete the process online you will need Cl@ve Móvil, a digital certificate, DNIe or Cl@ve Permanente. If you prefer to do it in person, you must book an appointment via the DGT website, the miDGT app or by calling 060.
However, people over 65 and those with mobility issues can attend a DGT office without an appointment.
Registering online step by step
First, log in and confirm whether you’re registering the scooter in your own name or on behalf of someone else. If it’s for a minor, you must provide the child’s NIF and year of birth and confirm that you are their legal guardian. You’ll also need to provide an email address, phone number and the address where the scooter is normally kept.
Next, enter the vehicle details. This includes the VMP certificate number or the make and model, the serial number and whether the scooter is for private or public use. If it is used for sharing, extra business details are required. You must also upload the technical data sheet or a photo showing the serial number.
Finally, you pay fee 4.1, which costs €8.67. Once approved, you can download a PDF registration certificate showing your details and the scooter’s unique identification number.
Registering in person
If you choose to go to a DGT office, you will need to download and complete the registration form in advance, including your personal details, tax address and vehicle information. If the scooter belongs to a minor, a responsible adult must complete additional paperwork to be listed as their authorised representative.
The same €8.67 fee applies, but payment in cash is not accepted.
With the new rules now in place, registering your scooter is no longer optional. Without it, you will not be able to insure it or legally ride it on Spanish streets.
