Headphones and passengers banned as Cartagena steps up scooter checks

Ayuntamiento campaign from Tuesday March 4 to Thursday March 20 will focus on safety first, with fines of up to €90 for breaches

From Tuesday March 4, riders of electric scooters in Cartagena can expect to see more Policía Local officers out on the streets. The Ayuntamiento has announced a special information and awareness campaign running until Thursday March 20, aimed at reminding users of the latest rules and improving road safety.

Municipal officers will be carrying out alternative checks at key points around the city, handing out leaflets and answering questions. As the Ayuntamiento explained, the aim is to ensure that “all citizens are aware of their new obligations to improve road safety and reduce accidents on our streets.”

During the two week campaign, the focus will be on prevention and education. However, the Policía Local have made it clear that sanctions will be applied where necessary and always in line with current regulations. Fines for certain breaches can reach €90.

Among the key reminders are that using headphones while riding and carrying passengers are strictly prohibited, rules that mirror the wider crackdown already introduced across Andalucía, where fines can reach up to €500 for certain offences. Helmets must be worn, scooters cannot be ridden on pavements, pedestrian streets, squares or in parks, and speeds on the road must not exceed 25 km/h. Riding is only permitted on the roadway and on designated cycle lanes on the road.

The updated legislation also bans children under 14 from riding electric scooters. If an offender is under 18, parents will be held responsible. In addition, scooters must have front and rear lighting. At night, lights must be in use or the rider must wear reflective clothing, or risk a fine.

Driving under the influence of alcohol or drugs is forbidden and riders are required to submit to screening tests. It is also illegal to use a mobile phone while riding.

The campaign follows recent regulatory changes at state level and comes after Murcia confirmed its Policía Local would begin patrolling on electric scooters to tackle misuse.

The Ayuntamiento says the overall objective is simple, to ensure that electric scooters remain “a safe means of transport for everyone”.
